A common sight in most American cities, left over bike locks are not so common in Japan. Most people don't need to lock their bikes to something due to rarity of bike theft, or they can't do to the lack of anything to lock their bikes to. In downtown Osaka (Umeda) however, locking your bike to something would be a good idea--if you can find a place to lock your bike!
